为了贯彻落实习近平总书记关于创新驱动发展重要论述和防灾减灾救灾工作的重要指示批示精神，充分发挥深圳作为国家创新引领先行地的作用，实现防灾减灾科技创新与产业深度融合，中国地震局、深圳市人民政府就合作共建中国地震局深圳防灾减灾技术研究院（以下简称深研院）。

 建设目标

        中国地震局与深圳市政府在深圳合作共建深研院，充分发挥各自优势，按照“一流管理、一流人才、一流成果、一流效益”的标准，共同将深研院打造成世界级、中国地震局在国内唯一的防灾减灾技术研发机构，并在深圳建设全国首个防震减灾产业园,形成科研、人才、资本、产业积聚效应，助力深圳成为引领国际防灾减灾技术发展的重要产业基地，服务深圳新一轮创新驱动发展战略和城市安全建设。

        （一）面向国家和深圳战略需求、面向世界科学前沿，结合中国地震局科技布局调整的要求，开展防灾减灾关键应用技术和智慧服务产品研发以及系统集成创新。重点开发研究地震仪器装备、地震应急技术与救援装备、城镇地震灾害风险评估理论与技术、工程韧性理论与技术、防震减灾公共服务产品，把深研院建设成为防灾减灾重大科学和关键技术基础研究的重要基地。

       （二）建设中国地震局仪器装备研发中心。整合全国地震仪器设备装备研发生产要素，推进和提高中国地震仪器装备研发生产的标准化和产业化水平。

       （三）建设产业化服务平台。整合全国地震系统成果产品资源，孵化出一批相关领域领先的高技术企业，转化研发成果，进行产业化推广，建设中国地震局技术成果产业化总部。

      （四）建设中国地震局援外工程服务统一平台，成为面向“一带一路”沿线国家甚至全球的防灾减灾技术产品及解决方案的产业发展中心。

      （五）建设省部级的工程实验室、重点实验室，适时设立国家重点实验室深圳分中心。

      （六）建设国家级减隔震产品检测实验室和地震仪器设备检测测试中心等公共技术服务平台，开展面向社会、面向市场的认证检测服务。

      （七）建设全国首个国家级防震减灾产业园，将目前分散在全国各地的相关企业最大限度地聚集在深圳，形成上下游产业链。

宗旨和业务范围

        开展防灾减灾重大科学和关键技术基础性研究，深化省部合作，为国家粤港澳大湾区战略的实施提供防震减灾科学理论和技术支持。 推进和提高中国地震仪器设备装备研发生产的标准化、产业化水平；研发防灾减灾关键应用技术和智慧服务产品；推进防灾减灾科技成果和服务产业化；经中国地震局授权，编制地震仪器设备装备技术标准，编制认证、准入规程，实施地震仪器设备装备的认证、准入的管理和服务；建设管理防震减灾产业园；不定期举办国家级防灾减灾技术与产品博览会；开展粤港澳防灾减灾科技与应用的合作。

Shenzhen Academy of Disaster Prevention and Reduction (ADPR) is a new scientific research institution with deep integration of industry, university and research which is jointly established by China Earthquake Administration and Shenzhen City.
